The growing debate in the USA on the revolution is military affairs (RMA), network centric warfare and space control, and the prolific policy literatirre, now known as the « Rumsfeld doctrine », which builds on the report published by the Rumsfeld Commission in January 2001, raises a primary question: what exactly is meant by all this ?
